Recently, the State Council issued the "14th Five-Year Plan" Comprehensive Work Plan for Energy Conservation and Emission Reduction (hereinafter referred to as the "Plan")。
The "Plan" clarifies that by 2025, the national energy consumption per unit of GDP will be reduced by 13.5% compared with 2020, the total energy consumption will be reasonably controlled, and the total emissions of chemical oxygen demand, ammonia nitrogen, nitrogen oxides and volatile organic compounds will be reduced by 13.5%. In 2020, they will drop by 8%, 8%, more than 10%, and more than 10% respectively. The policy mechanism for energy conservation and emission reduction has been improved, the energy utilization efficiency of key industries and the control level of major pollutant emissions have basically reached the international advanced level, and remarkable results have been achieved in the green transformation of economic and social development.
Volatile organic compounds (VOCs) refer to organic compounds that participate in atmospheric photochemical reactions, including non-methane hydrocarbons (alkanes, alkenes, alkynes, aromatic hydrocarbons, etc.), oxygen-containing organic compounds (aldehydes, ketones, alcohols, ethers, etc.), chlorine-containing Organic matter, nitrogen-containing organic matter, sulfur-containing organic matter, etc. Volatile organic compounds (VOCs) are important precursors of atmospheric PM2.5, which are closely related to air pollution and cause great harm to the atmospheric environment and human body.

There are many sources of volatile compounds, mainly divided into natural sources and anthropogenic sources. In my country, man-made VOCs are much higher than natural sources, and VOCs are emitted from stationary source combustion, road traffic, use of solvent products and industrial processes. Its comprehensive renovation project is one of the ten projects deployed in the "Plan" and an important part of the "14th Five-Year Plan". The governments of various regions have also come up with corresponding policies to control the discharge of pollutants.
Zhejiang Province
Zhejiang Province has made it clear that during the "14th Five-Year Plan" period, the full coverage of the province's VOCs emission rights trading will be achieved.
Just recently, relevant institutions in Jinhua City, Zhejiang Province have handled the country's first VOCs (Volatile Organic Compounds) emission right paid use fee collection business. Enterprises through the Zhejiang Province Emissions Trading Network, a one-time payment of five-year emission rights paid royalties. This marks the official implementation of the paid use of VOCs emission rights in Zhejiang Province. It is reported that the initial fee for the paid use of pollutant discharge rights is 6,000 yuan/ton per year.
Jiangsu Province
Jiangsu Province has chosen another way to control the emission of VOCs.
Changshu City, Suzhou City, Jiangsu Province took the lead in launching the volatile organic compound management butler station service in the province. Relying on a third-party professional technical team, it serves the special treatment of volatile organic compounds in enterprises, and realizes scientific pollution control, precise reduction and fine management; guide enterprises to formulate A practical and feasible governance plan implements the whole-process and normalized assessment of enterprises, improves the accuracy, pertinence and effectiveness of VOCs governance, and helps enterprises solve environmental problems.
Chongqing
A few days ago, the first online monitoring station for volatile organic compounds in Yuzhong District of Chongqing City was completed and put into use at the national control point of Shangqing Temple, which will effectively fill the gap of online monitoring of volatile organic compounds in the ambient air in this area. The monitoring station can conduct 24-hour uninterrupted monitoring and analysis of 116 volatile organic compounds such as alkanes, olefins, and aromatic hydrocarbons, which will effectively prevent VOCs pollution.
Ningxia Hui Autonomous Region
The Ningxia Hui Autonomous Region Ecological Environmental Protection Leading Group also issued a document stating that by 2025, the emission reductions of the four major pollutants of NOx, VOCs, COD and NH3-N in the region will be 6,000 tons, 300 tons, 12,200 tons and 4,100 tons respectively.
Since my country announced to the world its goal of peaking carbon neutrality at the United Nations General Assembly in September 2020, energy conservation and emission reduction efforts have been increasing day by day. The "14th Five-Year Plan" also puts forward higher requirements for chemical enterprises. How to use energy efficiently and how to reduce pollution emissions has become a difficult problem for chemical enterprises. In 2022, for some companies with high emissions and high pollution, finding a sustainable development path is the primary goal.
